Daunting

To overcome with fear; intimidate.
To lessen the courage of; dishearten

There is no question that the tasks before us as an organization are daunting.

Arbitrary

Subject to individual will or judgment without restriction.
Contingent solely upon one's discretion.
Decided by a judge or arbiter rather than by a law or statute.
Having unlimited power.
Capricious; unreasonable; unsupported.

What really makes the decision unfair is the arbitrary fashion in which it was decided.

Syllabus 

An outline or other brief statement of the main points of discourse.
The subjects of a course of lectures, the contents of a curriculum.
