Unquestioning or unreserved.
Absolute.

He was implicit stating that the group must arrive by noon.

Perfunctory

Performed merely as a routine duty; hasty and superficial.
Lacking interest, care or enthusiasm.

Charles performs his duties in a perfunctory manner as if he had already left their employ.

Terse

Neatly or effectively concise; brief and pithy.
Abruptly concise; curt.

His words were terse and was his manner.
